RAGNIT Limited /RAGNIT Ltd./ is the parent company of RAGNIT Holding and the holder of investment projects to be implemented in the Kaliningrad Region and other regions of the Russian Federation. RAGNIT LTD. has been operating since 1992 and is the legal successor of the Sole Proprietorship Enterprise "RAGNIT." Since 1999, RAGNIT has actively collaborated with RAGNIT Holding and companies in the Asia-Pacific region in maritime transportation, the supply of petroleum products and other hydrocarbons, and the implementation of innovative, high-tech projects. Mutually beneficial partnerships and combined potential allow RAGNIT Holding to actively operate in the markets of the Asia-Pacific region and Southeast Asia, the Middle East, the European Union, and South and North America.
The core activities of RAGNIT LTD., including the early 1990s, included the export of lumber, and since the 2000s, the strategic management of investment projects. During this period, marketing research was conducted on the small-scale shipbuilding market, negotiations were held with major engineering companies in Europe, Russia, and China, and the conditions for implementing investment projects in metalworking, shipbuilding, and airship construction (RVK products). With the participation of specialists from the design bureau, design work was completed and models of ships and airships (RVK) were created (the "THIRD MEASUREMENT" project). Great attention to the investment project in the field of super-heavy RVK products /airships/ was shown at the “VIII International Exhibition of Equipment, Technologies and Armaments of the Ground Forces” in Omsk in 2009 (VTTV-Omsk-2009), where a model of the super-heavy airship SHA-2000 with a lifting capacity of 2000 tons was demonstrated.

Currently, RAGNIT LTD. is actively working on the final stage of pre-design activities for the first project, the Kaliningrad Technopark. The project includes an industrial metalworking complex and a compact shipyard for the construction of small vessels for various purposes. The SFB-2000 (Small Fishing Boat-2000) project has been adopted as the basic model for the small vessel. Preliminary technical specifications (TTS) for the engineering design of the industrial zone for the Kaliningrad Technopark project have been developed. The location and transport links to adjacent land plots have been determined.
Due to the complex geopolitical situation in the Baltic Sea region, the previously anticipated start date for the main preparatory construction work on the Kaliningrad Technopark has been shifted to the fourth quarter of 2026, subject to a special order. The compact shipyard's maximum design capacity is up to 400 small-size vessels of the SFB-2000 project per year, along with several dozen hulls of other designs. The industrial metalworking complex will process up to 25,000 tons of rolled metal per year. The Kaliningrad Technopark project will utilize the most advanced technologies in metalworking, automation and robotics of production processes, and in-plant logistics. In 2024, RAGNIT Holding held negotiations with companies from China and the Republic of Korea interested in participating in the Holding's projects as suppliers of high-tech equipment for shipbuilding and aircraft manufacturing, metalworking, etc., as well as suppliers of materials and machinery, and in the execution of construction work.
Given the Kaliningrad Region's unique geopolitical location, finished products will be supplied to markets in Southeast Asia, as well as to the Russian domestic market and the markets of the Customs Union. The Kaliningrad Technopark project complies with the requirements of the Federal Law "On the Special Economic Zone in the Kaliningrad Region" and allows for the use of all benefits provided by the Federal Law. Residents of the Special Administrative Regions of Oktyabrsky Island (Kaliningrad) and Russky Island (Vladivostok) plan to participate in RAGNIT Holding's projects.
